Why it needed to exist.
Package mandatory safety guidance into a format crews would actually watch while keeping the language credible for operations, HSE review, permit culture, and repeat site training.

CITGO's first Life Critical Rules episode turns hazard recognition and control into a 2:41 field training asset: the 9-rule system, conduct hazard identification, joint site inspection, implement safety controls, procedural discipline, sign-in/operator notification, permit-to-work context, and refinery-unit interviews all connect the rule to visible work.
Production approach
How the story was built.
Content Co-op combined refinery-unit footage, worker interviews, animated red rule cards, checklist and permit details, unit signage, and closing CITGO branding so Episode 1 could stand alone while still feeling like part of a 9-episode safety system.

Where the work landed.
The finished episode gives CITGO a repeatable training asset for pre-job planning, operations refreshers, contractor orientation, and safety conversations where the visual proof has to match the rule language.
